PURPOSE AND RATIONALE OF THE QUALIFICATION 
A learner acquiring this qualification will be able to operate as a knowledgeable and appropriately skilled first line supervisor, in an effective and efficient manner, either as a member of a working team or an individual when required, performing the tasks prescribed for this level in the unit standards for Wood Products Processing.

The learner will know and understand the wood products processing operation and the relevant details of the process in his/her workplace. The learner will be able to perform the relevant tasks in the workplace to the prescribed standards, while correctly following the prescribed work procedures, and the health and safety and environmental protection measures applicable to the specific workplace. The learner will be able to interpret and comply with the prescribed aspects of certain legislation impacting on his/her work situation. The learner will be able to communicate effectively, orally or in writing, with co-workers and responsible persons in the workplace. Competent learners will be able to demonstrate the required levels of knowledge and skills to achieve the outcomes described below.


Rationale

The typical learner identified to benefit from this qualification will be an individual who is currently employed within the field of Wood Products and any unemployed persons who wishes to enter a learning programme to obtain a National Certificate in Wood Products Processing at an NQF Level 3 with the intention of building a career in this industry. This Certificate offers electives in the following areas of Wood Products Processing: Match Manufacturing; Fibre and Chipboard Manufacturing; Nail plated Truss Manufacturing; Charcoal Manufacturing; Tannin Extraction; Veneer and Plywood Manufacturing; and Wood Preservation.

This qualification will provide the basis for national recognition of the skills involved in wood processing at i.e. supervisor, foreman, team leader, co-ordinator level. It is perceived that the qualification will improve the credibility and general public's awareness of the wood product sector. International unit standards were reviewed during the research process undertaken to develop this qualification. As such, learners who obtain this qualification are expected to contribute to the effectiveness and productivity of the Wood Products Industry in South Africa. 

LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
It is generally accepted that individuals entering this qualification should be literate and numerate at an NQF Level 2, have demonstrated knowledge and skill of the basic production processes in the relevant wood products processing plant and be able to demonstrate the knowledge and skills stipulated in the learning assumptions of relevant unit standards.


Recognition of Prior Learning (RPL)

This qualification may be achieved in part or whole through the Recognition of Prior Learning process and after being assessed by a registered assessor.

A range of assessment methods should be used, including:
  • Direct observation - the learner will be asked to demonstrate his/her ability, perform tasks expected in the working environment.
  • Product sample - examine the portions of reports filed by the learner in order to ascertain his/her knowledge of the skills covered in this unit standard.
  • Simulation of a specific task or situation in order to evaluate the learner's knowledge and understanding of the skills required.
  • Questioning (verbal or written) - ask relevant questions linked to the unit standard
  • Testimony - collect a portfolio of evidence from suitable people, for example, reports from a third party.

    QUALIFICATION RULES 
    This qualification offers flexibility to the learner across the field of Wood Products. In order to achieve the 135 credits required for this qualification, the rules of combination are as follows:
  • Fundamentals: 36 credits - 20 from Language and Communications and 16 from Mathematical Literacy
  • Core: Select 54 credits
  • Electives: Select specialised area of Wood Products e.g. Wood Preservation and then choose 40 credits from that section
  • Total Credits: 130 credits


    Tannin Extraction Electives:
  • Assist in the leaching process
  • Supervise the wattle bark chopping operation
  • Operate and control the leaching process

    Charcoal Manufacturing Electives:
  • Plaster and seal kilns
  • Stack, load and palletise bags of charcoal and/or briquettes
  • Supervise loading of container
  • Fire kilns and chimneys

    Trusses Electives:
  • Cut and prepare timber for roof truss assembly
  • Set jig, assemble, press, handle and store nail plated timber roof trusses

    On achieving this qualification, the learner will be able to:

    1. Demonstrate an understanding of the production processes of the relevant Wood Products Processing environment and carry out the tasks prescribed with regards to production operations, general cleaning operations, manual handling, details of equipment, processes and procedures as stipulated in the unit standards for the NQF Level 3 qualification.

    2. Demonstrate the level of knowledge and understanding of the prescribed work procedures, health and safety and environmental standards, as stipulated in the unit standards for the NQF Level 3 qualification.

    3. Demonstrate the ability to operate in a team, to use effective communication skills, and an understanding of the impact of both the individual and the team on the organisations strategic goals, as required at the stipulated NQF Level.

    4. Demonstrate the ability to carry out the tasks of their specific work environment with knowledge and understanding, as stipulated in their elective unit standards.

    5. Interpret, explain verbally or in writing, and comply with the prescribed aspects of the legislation for the stipulated NQF Level, that impacts on his/her work situation. (Range: The OSH Act, the Labour Relations Act, the Skills Development Act, the Employment Equity Act, Environmental Acts and the Basic Conditions of Employment Act.) 

    ASSOCIATED ASSESSMENT CRITERIA 
    1.
  • The learner demonstrates that he/she has an understanding of the production processes of the relevant Wood Products Processing environment by correctly explaining the main purpose of the organisation's operation, the general layout of the plant, the sequence of the production phases in the production process and the general functions of the major production equipment and stages in the operation at the stipulated NQF Level as per the relevant organisation's work instructions.
  • The learner demonstrates his/her skill by carrying out the relevant production, general cleaning and manual handling tasks at the stipulated NQF Level as per the relevant organisation's work instructions.

    2.
  • The learner correctly explains his/her relevant work procedures, safety and health measures and environmental requirements pertaining to the stipulated NQF Level requirements for this workplace as per the relevant organisation's work instructions.
  • The learner demonstrates his/her knowledge by adhering to the relevant work procedures, safety and health measures and environmental requirements pertaining to the stipulated NQF Level as per the relevant organisation's work instructions.

    Integrated Assessment

    The unit standards on which this qualification is based, describe the competent performance in the various areas of Wood Products Processing, and lay down the criteria by which competence should be judged, as well as the range of circumstances in which competence should be demonstrated. For each unit standard there are corresponding performance assessment criteria, which describe the evidence an assessor should use to determine a learner's competence.

    Assessors should design assessment tools and conduct assessment against the unit standards specified in the qualification, that take into account established assessment principles and makes use of a range of formative and summative assessment methods. Integrated assessment methods and tools for this qualification must allow the learner to demonstrate that he/she has acquired the knowledge of and can safely and efficiently apply competence in the relevant aspects of Wood Products Processing, as described in the Purpose of this Qualification, and the Exit-level Outcomes. A portfolio of evidence of the outcomes of all these assessments for each learner must be built up for record purposes.

    Assessors should specifically check for the following:
  • Demonstration of competence of the specific outcomes in context. The context is within a Wood Products Processing environment.
  • Ability to ensure the efficient and effective utilisation of all materials, tools and equipment.
  • Ability to manage production processes
  • Ability to manage staff

    Written Statements from e.g. current or previous employer, colleagues, peers, managers, i.e. persons who can supply relevant references

    The currently unemployed, who followed a learning programme to achieve this qualification, as well as persons seeking recognition of prior learning, must be assessed in the same manner. 

  • INTERNATIONAL COMPARABILITY 
    Comparisons were done against unit standards and in the New Zealand and Australians Qualifications Authority. Our search discovered that there are currently no national qualifications at the lower levels of Wood Product and Processing. However, comparable unit standards were found at levels 1 to 4 in most of the Wood Products Processing areas. Research found that unit standards allow the learner to choose elective unit standards in domains that are comparable to what is required for this qualification.

    Furthermore, various Websites were investigated for relevant information on training and development best practice in Global Wood Products and Processing, the outcome was found that South Africa had a practice that could serve as a benchmark to the whole of the Wood Products and Processing World. 

    ARTICULATION OPTIONS 
    The choice of elective unit standards for this qualification, can earn credits, which will be valid for learning pathways in the Wood Products sector.

    This qualification allows the learner flexibility and portability in that the fundamental and industry specific core unit standards will provide a platform for the learner to cross over into one of the other areas of Wood Products other than his/her elective. The fundamental and non-industry specific core unit standards will also equip the learner with credits which will be useful in other fields of learning should the learner wish to pursue a complete change of industry at a later stage. 

    MODERATION OPTIONS 
  • Anyone assessing a learner or moderating the assessment of a learner against this Qualification must be registered as an assessor with the relevant ETQA.
  • Any institution offering learning that will enable the achievement of this Qualification must be accredited as a provider with the relevant ETQA.
  • Assessment and moderation of assessment will be overseen by the relevant ETQA according to the ETQAs policies and guidelines for assessment and moderation; in terms of agreements reached around assessment and moderation between ETQAs (including professional bodies); and in terms of the moderation guideline detailed immediately below.
  • Moderation must include both internal and external moderation of assessments at exit points of the qualification, unless ETQA policies specify otherwise. Moderation should also encompass achievement of the competence described both in individual unit standards as well as the integrated competence described in the qualification.

    Anyone wishing to be assessed against this Qualification may apply to be assessed by any assessment agency, assessor or provider institution that is accredited by the relevant ETQA. 

  • CRITERIA FOR THE REGISTRATION OF ASSESSORS 
    For an applicant to register as an assessor, the applicant needs:
  • A minimum of 2 (two) years' practical, relevant occupational experience in Wood Products Processes such as Match Manufacturing; Fibre and Chipboard Manufacturing; Nail plated Truss Manufacturing; Charcoal Manufacturing; Tannin Extraction; Veneer and Plywood Manufacturing; Bulk Bin, Box and Pallet Manufacturing and Repair; and Wood Preservation.
  • Declared competent in all the outcomes of the registered Assessor Unit Standards.
  • Detailed documentary proof of educational qualification, practical training undergone, and experience gained by the applicant must be provided (Portfolio of evidence)

    As per the SAQA Board decision/s at that time, this qualification was Reregistered in 2012; 2015. 

    NOTES 
    Notes to assessors

    In order to ensure that judgements are reliable, assessors should collect evidence from a variety of sources and in a number of ways, for example, direct observation, role-plays and simulations, interviews, review of portfolios of work, testimonies from third parties, and formal written, oral or skills tests. Where possible, assessment of performance should be carried out in authentic situations and in an integrated fashion, enabling the simultaneous assessment of multiple specific outcomes and assessment criteria. So, for example, by observing the candidate during the course of preparing and implementing an environmental learning programme, the assessor will be able to assess not only his/her competence as an environmental education practitioner, but also his/her organisational, administrative and teamwork abilities. Furthermore, by observing how the candidate undertakes a community conservation programme, the assessor will be able to gauge how well the candidate understands the particular issue and related environmental concepts and processes.

    The specific outcomes and assessment criteria contained in the unit standards are guidelines for assessors working with practitioners who do not have disabilities or special needs. Special consideration and exemptions should be given to practitioners who cannot fulfil the assessment criteria due to disabilities or other special needs.
